A carrier is the holder of
a telecommunications carrier licence granted under the
Telecommunications Act. There are no restrictions on the number
of carrier licenses that may be issued. |
Carriers must be
individually licensed by the Australian Communications Authority
(ACA). Legislative requirements for the grant of a carrier
licence are minimal but include the payment of an application
fee. In addition, a licence cannot be issued to an applicant
until an industry development plan (IDP) is first approved by
the Minister for Communications.
